STRUCTURE

The project has a structured governance and management framework that controls and directs decisions during the project. This is organised as shown in the Figure below:

WP

Goal

WP 1 -

Project Management and Coordination

WP1 carries out all project coordination activities, including project planning, performance and financial control, quality assurance, risk management, emergency planning and administration of EU funding. The objectives of this work package are to provide:
  • Effective coordination of the project;
  • Efficient management of the common activities of the consortium;
  • Overall administrative and financial management of the project;
  • Effective quality management;
  • Coordinate the technical work of the various WPs to maintain alignment with the general objectives of the project.

WP 2 - Enhanced ERTMS Specification and Architecture

This WP aims at defining and describing the Enhanced Functional ERTMS Architecture capable of using GNSS and Public Radio TLC Technologies, suitable for guaranteeing the SIL 4 ERTMS Train Position function also based on the Virtual Balise concept and on the use of IP-Based Public Radio Telecommunication Networks. This WP also seeks to define and develop the Functional and Not Functional Test Specifications required to validate (end-to-end) systems based on this new solution.

First, a review of the Enhanced ERTMS Functional Architecture based on GNSS technology and the Virtual Balise concept defined in other R&D projects is foreseen.

Then, the consolidation of the Enhanced ERTMS Functional Architecture based on the GNSS localization and on IP based Public Mobile Radio Networks has to be performed, by developing the functional description of the required new functional blocks and new interfaces, and defining the reference Mission Profile. The impact of the introduction of such technologies into some ERTMS functions and procedures shall be evaluated, together with the strategy for guaranteeing backward compatibility with existing ERTMS systems.

WP 3 -

Safety and Hazard Analysis of the Enhanced ERTMS Architecture

This WP aims at performing the qualitative and quantitative safety study of the ERSAT-GGC Enhanced ERTMS Architecture. This study, focusing on the architecture functional block, seeks to ensure that the hazards - potentially arisen after the integration of the Public Mobile Radio Networks and Virtual Balise related functional blocks within the ERTMS existing architecture - are identified and first qualitatively assessed. Furthermore, considering the specific architecture and mission profile, the study will derive the Tolerable Hazard Rates to be fulfilled to ensure a safe use of the architecture and the compliance with reference regulations.

WP 4 -

Track Survey and Track Classification

The aim of this WP is to define and set up a standard survey system that is able to provide a forecast method for the GNSS service performance to be expected along the railway track. This system will enable the evaluation whether a specific scenario is favourable for placing the virtual balises.

In order to set up the system, first a standardized process has to be defined and specified to determine what has to be measured and how the track GNSS survey must be performed.

Second, a track survey toolset shall be specified, developed and set up, allowing for the collection of required georeferenced GNSS related quality data.

The toolset will be tested on selected railway lines in Spain, Italy and France under different representative scenarios.

Further work on how to integrate the toolset within the railway laboratories environment will be finally pursued.

WP 5 - Assessment of the Enhanced ERTMS architecture and of the Survey process and related toolset

The main goal of this WP is: the assessment of the overall Enhanced ERTMS Architecture taking into account the added functionalities, procedures and more in general the added components of the ETCS platform from a RAMS point of view, all according to the standards CENELEC EN-5012x for SIL4 Railway Applications;

the assessment of the standard process applied to define a common methodology to be used for the evaluation of the Track Areas in terms of their suitability for locating virtual balises;

the assessment of the toolset to be used for the evaluation of the Track Areas according to the methodology defined in the previous point.

WP 6 - Demonstration

The main goal of this WP is the track survey on the field according to the methodology and the toolset already defined, developed, and assessed. Moreover, the acquired field data analysis in the CEDEX and RFI laboratories.

According to WP4 and WP5 outcomes, the measurement system shall be tested on selected railway lines aiming at demonstrating the fulfilment of the expected results.

WP 7 - Dissemination and Exploitation

This WP seeks to ensure proper dissemination and promotion of the project, providing the highest visibility and raising public awareness of ERSAT GGC framework, objective, content and results to all the important actors and stakeholders of the railway and space sector.

A further objective of this WP is to collect feedback on the project’s preliminary outcomes to increase the quality and acceptance of the final results.

Finally, Strong working relations are foreseen with other initiatives and developments, specifically with projects under the Shift2Rail JU framework, such as programmes responding to the IP2’s Call for Members and Open Calls.
